I think folding and raising are both better options than calling. This would be such a wierd bet size to be a bluff, and I don't think he's value betting anything <44. I think fold though because he might just look you up if you raise since your line would look so fishy.

If the river didn't pair, I would be faster to call. With the Q on the turn and your check he is value betting his 9. He's no longer worried about his kicker. He shows 8 9, etc...

Agree about mizrachi. Disagree about randoms. I think a lot of randoms just sort of autobet their medium strength hands after you "show weakness" on the turn because lots of them aren't thinking about value betting or bluffing, they're just betting when they think their hand is good.
