Yeah I agree they don't fold in these tourney when u have top pair they aern't going to fold preflop after they just raised espically this early. Steals are for late in the tourney when you are both deep stacked.

Hmm. If I raised 3 times in a row the 4th time would be with no less than AK AA KK or QQ. Always figgure the 3rd or 4th time is bound to get called.

Not a good resteal IMO.

This pretty much sums it up for many low limit MTTs. This early, restealing really isnt worth it, and since the villain is probably loose and reckless, you're even more likely to get a call here. You'd have a better chance to steal it with a stop-and-go, but at this stage, I'd wait for a better opportunity.
