The OP's transcript has the kid yelling "Don't touch me", then the officers yelling at him to get up before he is Tased (all off screen). At least to my ears, the transcript seems accurate. About 15-20 seconds elapse between the first order to get up and the Tasering. There is further conversation during these 15-20 seconds, the content of which is unclear to me.

Are you suggesting that he was Tased before the video started, or that he was not on the ground when the officers told him to get up? I am not sure what you are hearing/seeing in the video that leads you to believe that he was Tased before he ended up on the ground.
