In most of the games that I read, Herbie seems to ALWAYS be a villager. How does this happen?

I am pretty sure one wolf does the kill each night so the remaining vanilla wolves have no night action.

With two confirmeds controlling the lynch today (probably) there was going to be very little info gained to begin with - I figured it was as harmless a day as any to use it and I needed to use it to get myself eligible and confirm myself as a villager

I would technically be always eligible (sort of) but that could put me in a situation where I have to control a much more important lynch later - I don't have nearly enough faith in my reads for that. I would prefer controlling an innocuous early lynch (like this one)
