So Bret did that, took a deal and was set to leave WWE. Vince wanted Bret to drop the title to Shawn in Montreal, Bret didn't want to lose the belt A) to Shawn, and B) in Canada, so he refused. So both sides came to an agreement that Bret would win the match by DQ and he would give up the title the next night on RAW. Vince chaanged his mind after that, feeling it was too risky with the fear that Bret would take the WWE title to WCW and throw it in the trash, which women's champ Medusa had done a few months earlier. So Vince set up the screwjob with referee Earl Hebner and Shawn.

I've already said what should have happened on all sides. Everybody was wrong to some degree, Bret more than Vince IMO.
