What is irrational is to try to say that greater than 21 means 21.1 when discussing something that is always explained in whole numbers.

NO WE AREN'T. Unless it was more detailed, the language of the bet has to be interpreted using the common vernacular.

It is very common to discuss age only using integers. It is very uncommon to discuss age using rational numbers. And no one ever discusses age as real numbers (as opposed to rationals)
