people dont age in finite increments

common vernacular is to use finite increments. integer years.

thats true. But Tokyo specifically used the greater than sign, which is a mathematical symbol, saying "> 21" and this including all ages 21 and up.

I'll also add that BobO specifically said "not more than 21" while Tokyo then said > 21, they then agreed to bet using these terms.

what does not more than mean?

this is true, it doesnt mean exactly 21

but it certainly does mean 21.5

Past the age of 1 or 2 age is referred to in whole numbers.
