She was my first thought too. Look at her IMDB page. There isn't much at all worth mentioning. Yes, every male in the US knows where they were when they first saw that scene, but from that scene to basically nothing is an absolute tragedy. This girl should have made it big and didn't. I think she qualifies.

astro: Olivia d'abo is a great answer. I was in love w/ her from The Wonder Years and for many years she seemed to always be on the edge of breaking out into superstardom but never quite make it.

All: Phoebe Cates doesn't really count because she could have been as big a star as she wanted to be, but chose to focus on family instead.

Someone: Sarah Polley I find to be extremely attractive, but I don't think she really qualifies in the "extremely hot actress" category - many guys definitely don't consider her hot. Also, she has never really been hyped as the next big thing or the hottest new thing or whatever.
