Fire zone aside, people who park where they shouldn't usually also inconvenience people who park where they should. Morons like this slow down traffic and block pedestrians.

Emergency issues aside, it's simply why should everyone else park in a normal spot and he parks in the fire lane? It's kind of like when you're the first car approaching a red light in your lane and a guy jams the gas, passes you, and moves into your lane and stops at the light- it's arrogant and discourteous.
