Emergency issues aside, it's simply why should everyone else park in a normal spot and he parks in the fire lane? It's kind of like when you're the first car approaching a red light in your lane and a guy jams the gas, passes you, and moves into your lane and stops at the light- it's arrogant and discourteous.
