This is correct, i tried setting up a neteller acount while i had no credit report and I was denied. I needed to go to the social security office to get some information...

THis was too much work for me and I just signed up for firepay.

About 6 months later, after some loans for college, and some credit set up, they allowed me to have a neteller account without the paper from the social security office.

I forgot what I needed exactly, but it was some sort of proof, im guessing this is because you don't put your full SS number into NETELLER when you sign up, so they need to cross reference your name and the last 4 digits of your SS to prove who you are.

even if something happens with neteller and everyone goes to click2pay it wouldn't be long and that site would end up on the list too.......

Yeah, it's business as usual until they announce they are pulling the plug, too.

In my opinion, the only safe place to have money in this uncertain climate is a federally insured United States bank.
