I don't think this would be the case if the wolves didn't know each other. The reason that rule is there is because with the majority and knowing each other, the wolves can lynch and eat the rest of the villagers at will. But if they don't know who the other wolves are, I think you have to go with all villagers dead as a winning condition for the wolves.

ok so, the only winner is the last wolf when it gets down to 1 and 1, or the villagers. how about that?
this will prevent wolves from coming out, and add a little bragging rights action. perhaps wven allow for a scoring system????
