I think its actually very key to map the mountains/deserted bases. That way you can on each subsequent day make a much more efficient search (by skipping wasteland/jungle/swamp as much as possible).

Update: just bought the stealth upgrade. I've spied on 20 bases, and it looks like 16-17 of those had fort 0.

Second observation: attacking failed the first two times, but i only lost 0.01$-0.02$. Then it worked a few times, and I made 0.23-0.22-0.16-0.20-0.16 with attack 0 against fort 0.

By this time, my wanted level was up to 6-8 and attacks started to fail. I tried a few times more than what was good for me, and now I lost 0.07$-0.08$ for every failed attack. I also couldn't make one single succesful attack anymore.

So I'm now gonna start looking for a wanted level reset in the mountains. I will try to keep my wanted level below 7 until I have the attack upgrade. Don't know if level 2 attack is useful, since everybody seems to have fort 0.

Also I've been hit twice tonight, for 0.09 and 0.15$.

So my next upgrades will probably be attack-security-fort.

I'm going all out attack at first to get as much money as possible and then spending it asap.

I think you're missing the point. If the majority of bases has fort 0, and you upgrade to att. level 2, you will get less $ when you steal from these bases than when you have level 1 att. Of course, you will also be able to steal from bases with fort 1. But I don't know if that makes up for it.

Okay, here's what I understand of attacking with success:

If you have the same level of attack as the level of fortification of the base, you have about a 50/50 chance of stealing. BUT, as your wanted level rises, your chance of success diminishes. I don't know by how much, but it could be something like wanted lvl 10 = -10% chance of success.

Basically, you want to attack lvl 0 bases with an attack skill of 1 and a wanted lvl of 0. The attack-fortification difference of 1 gives you a better chance of success than attacking a base with a fort lvl equal to your attack lvl. And it makes sure that you take as much money as possible, because a bigger fort-att. difference will allow you to steal less $.

In addition, the lowest possible wanted lvl gives you the highest probability of success AND makes sure you will lose the least amount of $ when your attack fails. When my wanted level got from 0 to 8, my losses for a failed attack went up from 0.01$ to 0.08$. You don't want this.

I'm assuming that attacking lvl 0 bases with lvl 1 att. would give you something like a 70% chance of success, but i'm guessing here.
