Phil is easily in the top 5 tournament players.

Regarding cash games: I do believe he is good at lower stakes. He made a living of cash games for a lot of years before he won the world series, because he dropped out of university. I don't know what kind of limits he played, but he never had a job in his life, so he was doing just fine.

Besides that, now and then he joins the big game according to his blog. Sometimes he wins, sometimes he loses. I don't know his overall result. He is obviously no monster in those games.
