I would play it the same but it is highly likely he has some blind-special (two pair or a set).

What do those donk-overbets mean on the flop? I always interpret them as a strong hand wanting to look like a bluff. I would not raise the flop. I'd call and probably raise the turn

I think villain plays JJ, TT (possibly even A9) the same way on the flop (as a set). I would be tempted to flat call and see what the BB does on the turn. I'm not 100% sure I would want to get all my money in at this point.
