They would get a visit from the SEC/NASD which are the civil enforcement arms of the markets.Depending on the severity of the situation, that would then be followed by visits from the US Attorney/FBI for criminal prosecution...and stock price fraud/manipulation charges would be their FIRST issue to worry about amongst others

The idea of a FREE MARKET...is preventing/policeing collusion like this
