I think it depends how you look at it. The gigantic military is probably helping the economy, which is generally what people want who want small government. This is because the R&D budget is effectively an enormous government subsidy of the electronics and manufacturing industries

It isn't WW2 anymore. This is pretty outdated theory.

I don't see how those two statements are connected. The military spending is still in place... Off the top of my head, it's something like 1/3rd of US Gov't spending, though I don't know what percentage of that goes to R&D or buying/maintaining hardware
