Do not ask her to start a relationship! You will come off too strong and probably make it really awkward. Keep going out with her until things happen naturally, as people said above.

dont ask her to start a relationship, rather build sexual tension. Start off with light hand touching ( not holding hands like teenagers), hand on back, hand on leg, put her arm on yours promenade style etc.

When you feel the vibe is on, then go in for the kiss close...If she doesnt kiss you it may just be that its not the right place or you haven't warmed her up enough yet. So pay attention to her reaction/response.

OMG don't do it. Go out, try to make out w/ her / get some play. Rinse, repeat, and if it keeps happening on a regular basis, then have the relationship talk w/ her. Asking her to start a relationship after the first date is

a) really dumb
b) really immature (HS style)

This is college, hook up and see where it goes.
