But why would the allies supply what amounted to "a shopping list for a nuclear weapons programme" to one of the "axis of evils"?

I suspect it would just create a credible threat in the future which can be used to justify a future invasion. How else can TheUS & its allies get public support to invade a sovereign nation without first being attacked?

you do understand that the US and its allies are not a person right? Some company sold some parts to Iran for profit, and they did so because they were either not prevented by specific legislation, or found a way around it.
