Default When does insider selling begin to concern you as a stockholder?

Does anyone have a rule of thumb to differentiate between normal insider selling (just to take compensation, for example) vs. "OMG THIS QUARTER'S GONNA SUCK"?

For example, % of market cap, % of that individual's holdings, etc.? Thanks.
