Its a half kill. If you are playing 20-40, in a kill pot the limits are 30/60.

To have a kill pot a player must win 2 hands in a row and the 2nd pot must be bigger than 5 BB. The player who won the 2 pots in a row must then post an extra big blind and gets to act last preflop.

not necessarily, many casinos the killer does not close the action, the kill is in turn
