At some levels they aren't. Do the math for where you're playing and ignore the zealots on every side.

I've never won on any of those promos.
I tried a lot on their 1 billion promo back in the day. They allowed heads-up tables to be eligible for it. So I stayed up all night on all these different heads-up players, mostly with the same other person (who I didn't know, we were both just trying to get on a bunch of them) and we auto-folded like crazy for every milestone and pretty much stayed up all night doing it. Not as many players on Stars back then, and not nearly as many overnight. Almost EVERY SINGLE TIME we would be within 10 hands one way or the other on one of our tables. But never hit it. I think I've been one off the milestone maybe 3 or 4 different times on the 1 billion and 2 billion promos. Wasn't nearly so close on the 5 billion one but I didn't do that one as hard...especially since heads-up tables were no longer eligible. But we did set up a few 6-max tables among 2+2'ers for auto-folding. It's kind of complicated to make sure an idiot doesn't sneak in and grab a seat. A few months later I'm playing 6-max and some player shows up who has PA-Hud stats of VP-0, Hds-500..or something like that. I thought, "WTF? Was somebody's bot practicing on one of my tables and I never noticed." I kind of freaked until I realized it was one of the guys who I was auto-folding with several months earlier.

Yeah, somewhere shortly before/after 10 PM is probably a good estimate. Maybe sooner if people (like me) are waiting to hop on at certain points.
