That was PCP, which is a dissociative anaesthetic, i.e. a painkiller, which would make it easier for the guy to do that.

Also, Snopes has the truth of this story marked Undetermined, although it seems to be largely true. Other versions of the story have the guy using a razor blade, which would make more sense.
