No real info on MP1.. 16 hands and has only raised pre-flop once.

I'm having problems figuring out when someone is betting small to be called, and betting small to be weak. |

You should have raised the weak flop bet to around 800-1000, the turn call was fine because the heart is a scare card in my book. And raise more preflop, you should have made it 300, not 200.

The pot is nearly 1/3rd of your stack on the flop, I push here 100% of the time. |

Isn't the goal to get your opponent to make a bad call rather than to make them fold when you have the best of it?

Also, why limit their mistake to 400 or 600 chips when they'll make a more expensive mistake when you raise more. |
