Tossing chips to other players

About a week ago at TI there were a couple drunk cowboys at the table, one of which had a mountain of chips. Every once in a while, he would pay for someone else's blind or put a limping amount in front of someone saying "you haven't played a hand in a while, I will call the BB for you". No one seemed to mind, and the dealer couldn't care less.
