Seems like it's just comfort level. It's pretty "naughty", so some of the more proper or shy girls think it's gross and either never had it or had someone that sucks at it so they think they don't like it.

Having had two g/f's that were very hesitant about it for a while, I found the best way to go about it was to get into hardcore foreplay.
