The distinction I am making is that Congress did not declare war. They authorized the President to go to war and let him make the decision as to whether or not the country should go to war. There's no question the execution of the war is with the executive. Thats why the decision of whether or not to go to war should be made by Congress and kept in Congress, not turned over to the executive branch.

Its an irrelevant distinction and the way things have been done in every conflict since Viet Nam. There is no difference between authorizing the CIC to use force and Congress declaring the War except that it allows the POTUS to weigh all options and act without undue delay if force is the chosen option.
