If player A bets (1 bet), player B raises (2 bets) and player C goes all in for 2.05 bets player 1 is allowed to 3bet, but player B is not, right?

A rules-check/confirmation would be nice but I always thought that when an allin bet is less than half of a normal bet you can't raise, only call.

So CO didn't have a chance to 3bet the turn, only UTG did if this is correct.
