Could we call a plain bet from him on this river you ask? Well weaker sets doesn't seem likely, if you don't have a read that he takes a passive line pf in BvB with very strong hands sometime. The hands you beat that he could have is QJ,QT and JT. A-hands is unlikely with this action. I haven't counted combos but my intuition says that you probably could call if he had bet river.
