Why do they donk here and what do they have?

I raise in position preflop and get one caller. Flop comes something that surely missed everyone, like QQ9. The guy leads into me for 1/2 pot.

What do people do this with and why? Should I ever do this? Is this different from when people lead out for a minbet in the same situation?
