What threw me off was his small flop raise into two people. I had seen him raise before and he had been making normal 3x or higher raises. It feels like he wants callers and he isn't feeling very vulnerable with his hand. If he had put a real raise in I'd feel a lot safer.

I don't know what you get value out of on the river. AQ/AK are extremely unlikely given flop action, so that tilts his range towards an overpair (or a flopped set). TT and JJ don't pay you off on the river. KK might, but unlikely. And obviously QQ and AA beat you.
I don't mind calling the flop, but I think you need a big pot-sized raise on the turn. Get it in while you're still probably ahead and the board is dry. |

Yes, i also think reraise flop, bet turn is the line to go.
Or Check raise turn. |
