1. He's gotta be bluffing 24% of the time, one the one hand you didn't show a lot of strength post-flop, on the other hand that board is ugly as. I probably fold to an unknown here.

2. Your sample size is small, but even so, a player that has only raised 3% of hands is suddenly three-betting anything worse than AA/KK/AK? I think you can safely fold this in the knowledge you aren't giving up a lot of value. His stack isn't big enough and the raise is large enough that calling for set value is incorrect.
