I'm shoving preflop here almost always, however if you decide to flat call you are probably better off check/raising then shoving. He could call regardless, but shoving is much more likely to get him off missed overcards and to call with overpairs, while if you check he is likely to bet a fair amount regardless of his holding.

Everyone thinks its +EV to shove preflop (or on the flop, whatever) 100% of the time with JJ after being reraised preflop ?

JJ is usually a muck preflop there.

against a losing player I am shoving. Flatting is the worst option I'd say and if you're going to flat and get a good flop, CR is better b/c at the minimum you'll probably gain a cbet.

Agree that if all our chips are going in on the flop a CRAI is infinitely better than a shove. I think preflop is a shove vs that villian

Preflop: Push or fold. I choose Fold, no need to get frisky with JJ. Even tho he is a losing player your more likely to be facing a race or he has you crushed. There is a chance he has 22-TT but what the hell. No need too risk it on JJ.
