I thought this sounded likely, even though it was not what the rules said would happen.
My guess was they ran the raffle "properly" with 1 ticket per win and found that a handful of players won all the tickets (volume ftw) and decided this did not look good. So they reran the draw eliminating duplicates.

I just checked the results.
181 prizes were won by 178 unique individuals.

The 3 luckboxes were:
DeMonstrative - FTOPS VI EVENT #1 & $26 Satellite
R13913 - FTOPS VI EVENT #1 & $75 Satellite
slamdonky - FTOPS VI Event #7 & FTOPS VI EVENT #1

Then I pulled some numbers out of my ass:

Assuming 10 different buyin levels.
The weekend was split into 12 blocks of 4 hours (60 minutes).
A SNG starts on average every 1 min at each level.

10 * (12 * 4 * 60)/1 = 28800 sngs = 28800 winners / raffle tickets.

I'm not sure how to account for multiple winners though.
It would probably be possible to make an estimate by going through the leaderboards for each block but that sounds like a lot of work.

But with such a large number of tournaments and most players not winning more than 1 you can see that there still could be a lot of people in the raffle.

Maybe Doug might be able to tell us actually how many tickets/individuals there were.
