Maybe I'm misunderstanding you but if the ev of ATs in this situation is exactly zero then I would suspect you should be playing it everytime rather than never.

I agree with this. If ATs on its own has zero EV, then 3betting it here will, at a minimum increase our expectation on our bigger hands. This is especially true against a TAG villain, who will assign us a larger 3betting range.
