This is true, but people tend to play worse (make more significant mistakes) vs. pf and flop aggression then turn aggression. For example, you're much more likely to have someone bluff 3-bet and bet down if you raise the flop rather then the turn. Of course, you shouldn't always employ early aggression, but you shouldn't fall into the trap of always waiting either.
