He could also be on a draw playing a semi-bluff, but i still think that this is a fold.

With such a draw heavy board I see a lot of 2-pair hands overbetting/pushing here. However, in a 4/180 it wouldn't be unknown to see any random Ax played this way. Flush semi-bluff is slightly less likely given that you have the Kd. Whatever way you look at it though, I think you have to fold.
