Bet. If raised you should fold since you then probably only have 9 outs. If the river bricks I would c/f or c/c a small bet for informational purposes (e.g. is he a calling station who will call down with any pair).

With no reads it's tough. I'd probably bet about 1/2 pot and call a minraise.
Edit: BTW, I don't think the turn is bad; I can't see how it hits anything in his range |

Seems like a pretty good spot to bet the turn here. Unless the guy cold calls a lot of hands preflop the 4 cant be to dangerous of a card. If he raises you then I would lay it down because the overcards are probably not good anymore.
