I probably just call the initial turn minraise and call a reasonable river bet. As played I'd say fold, it seems overwhelmingly likely that this is a set given the dryness of the board.

I don't like the turn 3-bet. If he's bluffing or thinks 1 pair is good here, better let him bluf/bet the river as well as he's usually going to fold to the raise (although occasionally someone will call you down with A9). If he has better than 1 pair you're splitting at best.
Raising is only good when he's on some kind of draw, but people usually make a real raise then and not a minraise. |

He clearly has at least top two, therefore top two is not the nuts. If the board was more drawy it may in fact be the nuts. |
