The only reason it survived was because gambling opponents were able to jack up the casino tax high enough in the bill that the casinos withdrew their support of the repeal. The casinos agreed to increase the rate, but not to that level.

Still, I don't think the limit is long for this world. More casinos (and thus more political power in the gaming industry) are sprouting up in the state, and Kansas will be opening a major casino in Kansas City, Kansas in the next couple of years. That will be two bordering states that offer unlimited gambling to draw high rollers away from Missouri.
