People use this term to imply that more happened than actually happened to impress people out of their own insecurity. They don't want to completely lie, so they choose to use a phrase that sounds like something actually happened. When someone says "hooked-up" on an internet forum, it could refer to holding hands, watching from a distance, or possibly absolutely nothing.

Guys I'm not using the term "down" anymore because it has a lot of ambiguous meanings. Also I'm not using the word "sale" because it sounds just like "sail" and I don't want to confuse anyone.
