Not true. It's 12 to call and I think (to_call x 12) is about the stack size we want him to have. He has a stack > 12x12 left so even as a pure setmine this is a call PF.

You're right not true, but for me thats only because I wouldnt be playing my 7's just to setmine in this situation.

If you were playing your sevens for a pure setmine, then the reason you gave why it's not true isn't right, just because he has a stack size over 12X12, we DON'T. So, the effective stack is what we need to be looking at for a setmine, not the biggest stack.
