Big enough staff to be first class? By Suzette Parmley Inquirer Staff Writer ATLANTIC CITY - Can a casino owner pare its staff so drastically that it can no longer run a "first-class" operation? That is what the New Jersey Casino Control Commission, which regulates Atlantic City's gambling market, must decide about the owner of the Tropicana Casino & Resort in licensing hearings over the next week and a half. In the commission's files are complaints from Tropicana customers about encountering bedbugs, roaches, overflowing toilets, and bathrooms that reeked of urine.
