He didn't fully extend his arms on his last one. Nearly all of the OPI people fuss about, he does not fully extend his arm. That is how he "gets away" with it.

"Fully extend" doesn't matter.

Since so many people think I'm retarded about the rules, here's the exact Offensive PI rule...
