It depends on the site. The VIP deal is what is "legit" to offer in iPoker network, while Rakeback is banned. The VIP levels seems to vary a little on the different sites too, so depending on your playing style, it might as well be lower than rakeback or vice versa. You can't get both rakeback and cashback at any site. Hope this helps. Best Regards
