Default OOP with QQ against tight-passive (live 1/2NL)

I have ~500, villain covers. Villain plays pretty tight-passive; saw him check a K-high flop earlier on the button with KQ. On this hand, I pick up QQ in the cutoff and open the raising at $12. Villain on the button calls and everyone else folds.

Flop ($26): 982 rainbow. I bet $15, Villain raises to $45. Hero calls.
Turn ($116): 9828 rainbow. I check, Villain bets $65. Hero calls.
River ($246): 9828J. I check, Villain bets $65. Hero calls.

I felt like such a calling station here but didn't know what to do. I'm thinking I should have called the flop bet but folded to the turn bet, because I think he would have checked there with A9, 10s, Js, maybe even Qs. I think that I could have raised to $200 or all-in on the river to push him off but I'm not sure. Thoughts?
