Default 10NL TT vs Loose Passive UTG raiser

Villain is 40/4/2.5 over 125, but when this hand took place was about 40/0//.5 over 100 as he tilted quite a bit afterwards.
Given that he was limping every hand in my experience, and was generally passive post flop, he limped QT in late position and let a non threatening board be checked down heads up vs BB for example, what are any decent options both preflop and post flop?

P.s. This hand was totally read dependent, I would've been very comfortable raising or playing it harder versus the appropriate player ldo
