It's only really unfair for professional gamblers, and most pros shouldn't have losing years...

I'm not based in the States and avoid travelling there except when compelled to do so by work, so don't have to deal with this nonsense, but if I choose to high card with a friend for 5 bucks, I should not have to pay the Government a cut of my winnings if I win. Of course, in some states, high carding with a friend would be illegal. Enjoy your freedom.
