Default 100NL - Turned nut straight after 3-flush flop, villain shoves river.

Villain is like 67/7/2, does not fold anything so far, and throws out PSB and Overbets in very odd spots.

I always raise these kinds of flop minbets but this guy hasn't folded to them the couple times I tried (that I raised w/o a hand) and furthermore basically always calls the turn.

Instafold? Snapcall? That board is so messy and he doesn't seem aggressive enough to do this with two pair, and I've yet to see any big bluffs.
