Default Showing cards while hand is live

This occurred in a home game, but the question arose as to what the ruling would be in a casino, so here we are.

It gets to heads-up on the river. Player A bets, and Player B contemplates a call. He flips his cards over but does not say anything. To make things more confusing, he flips them with a little gusto and somewhat away from him - in the direction of the muck, but not close enough to touch. Maybe they've moved about 12" farther away than where they were face down in front of him.

We agreed this would not be allowed in the World Series of Poker for example. But in a regular casino setting, I'm thinking it would.
