Default NL50: TP/TK vs Passive Villain

PokerStars No-Limit Hold'em, $0.50 BB (8 handed) Poker Stars Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

Reads:
Villain is UTG+1: 17/7/1; No special notes.

Stacks:
Hero ($170.50)
SB ($35.35)
BB ($37.90)
UTG ($49.50)
UTG+1 ($48.75)
MP1 ($76.95)
MP2 ($38.20)
CO ($53.90)

Preflop: Hero is Button with A[img]/images/graemlins/heart.gif[/img], Q[img]/images/graemlins/diamond.gif[/img].
<font color="#666666">1 fold</font>, UTG+1 calls $0.50, <font color="#666666">3 folds</font>, <font color="#CC3333">Hero raises to $2.5</font>, <font color="#666666">2 folds</font>, UTG+1 calls $2.

Flop: ($5.75) Q[img]/images/graemlins/spade.gif[/img], T[img]/images/graemlins/diamond.gif[/img], 3[img]/images/graemlins/spade.gif[/img] <font color="#0000FF">(2 players)</font>
UTG+1 checks, <font color="#CC3333">Hero bets $5</font>, <font color="#CC3333">UTG+1 raises to $11.5</font>, Hero calls $6.50.

Turn: ($28.75) 2[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(2 players)</font>
<font color="#CC3333">UTG+1 bets $15.5</font>, Hero ?

Questions:
Flop: I called the flop raise because I got very-very confused. Passive villain minraises (little bit more than minraise) and took lead from me. I always get confused in similar situation - folding is so weak and raising means commiting my stack. Looks like set? If yes, I would fold but I can't fold to "minraise". What I would do? Call is correct?

And turn - do we call, raise or fold here? I can't see any point to call this raise. We shove or we fold. Or ?
